Lucas, professor of ethics and public policy at the Graduate School of Public Policy at the Naval Postgraduate School in Monterey, California, has developed an extended and thoughtful moral justification for the use of PRISM, one of the most sophisticated surveillance programs revealed by Edward Snowden one year ago.
