(LNC) - Put in place in the aftermath of the League of Nations in 24 October 1945, as initiative of the United States President Franklin D. Roosevelt, who coined his name "United Nations", this institution since primary, never was built to promote peace and security throughout the planet, as could have been expected, but to strengthen the dominant positions of winners of the world war 2.

The best evidence showing that fact is within  the composition of the permanent members of its Security Council, called the BIG FIVE or P5.

The P5  includes the following five governments: China, France, Russia, the United Kingdom, and the United States.  That's all! All the rest of 188 countries members are only there to decorate, mainly the African countries.

Those members represent the five great powers considered the victors of World War II. Each of the permanent members has the power to veto, enabling them to prevent the adoption of any "substantive" draft Council resolution, regardless of the level of international support for the draft.

POWER TO VETO MEANS DICTATORSHIP OVER OTHERS AND IMPUNITY FOR THEMSELVES

The push to expand this so called Security Council is one that goes back decades. Even as the UN General Assembly has swelled from 51 to 193 charter members, the Security Council looks remarkably unchanged since 1945.

As victors of the Second World War, the United States, United Kingdom, France, China, and the Soviet Union, rewarded themselves with permanent seats and vetoes.

Some changes were introduced in 1965, the body enlarged from 11 to 15 elected members, but the permanent five and their vetoes were left intact.

Noting that to reform the Council, that requires an amendment to the UN Charter and the adoption and ratification by two-thirds of the UN General Assembly, or 128 votes.

Not surprisingly, only three amendments have passed since 1945

“[The council] is built on the assumption that five of the strongest nations have the right and duty to safeguard the globe,” writes American University professor David Bosco. The Security Council remains the world’s final arbiter on matters of war and peace—thankfully there has never been an outbreak of direct hostilities between its permanent members. It is given the responsibility of declaring war, under its Chapter VII provisions. It remains the only institution whose resolutions carry the weight of binding international law to all of humanity. The body, Bosco adds, remains the “cockpit of global politics.”

UN IN ACTION

Despite appearances, the United Nations, unlike the name it wears with, is not at all a space dedicated to UNION, but a place of dispute, fight for control and supremacy in their respective areas of influence.

Accordingly, what is styled UN and in all its variations (WFP, UNESCO, UNHCR etc...) are just disguised means of perpetuation of domination over poor countries, under the fallacious pretexts of helping them.

The Central African Republic's case is a classic but fatal example of the UN methodology

It is necessary to distinguish the who having the power from others on ground, just good enough to carry out the orders.  Centrafric does not matter in itself, just a situation among many others, and in this case, to be treated for the best of French concern, nothing more.

Seriously speaking, assisting this banana country to bail out is clearly of minor relevance. Important thing whatever for UN is to keep up appearance.

ANDERS COMPASS THE SPOILSPORT OF THE SYSTEM

Anders Compass against his will, became the who denounced alleged child sex abuse by French peacekeepers in the Central African Republic, and he  has resigned few days ago, citing the "complete impunity" of those responsible for the crimes.

“The complete impunity for those who have been found to have, in various degrees, abused their authority, together with the unwillingness of the hierarchy to express any regrets for the way they acted towards me sadly confirms that lack of accountability is entrenched in the United Nations. This makes it impossible for me to continue working there,” he told the IRIN news agency.

Compass announced his resignation five months after a report commissioned by Ban Ki-moon into the scandal completely exonerated him for sharing confidential documents that revealed children as young as eight and nine were being raped by peacekeepers in the Central African Republic.

Compass passed the information to French prosecutors after becoming frustrated that nothing was being done by the UN to stop the abuse.

Funny thing is that Compass was suspended in April last year after being accused of leaking confidential UN documents and breaching protocols. He passed a report on the abuse of children in CAR, mostly by French peacekeepers, to the French prosecutors, who then began an investigation.

The report had been commissioned by the UN office of the high commissioner for human rights after reports on the ground that children, who are among the tens of thousands displaced by the fighting in CAR, were being sexually abused.

In an interview with the Guardian this year after being exonerated Compass said even once he had been cleared his life at the UN had become very difficult.

“Now that it’s over, it keeps being very difficult for me. No one has said anything to me, no one has apologised to me. I think many of us expected they might do so particularly after everything that has happened. But nothing has been said, and I probably just have to accept that, although it is very disappointing.”

WHAT SO FAR COMPASS HIGHLIGHTED? 

That no one can deal with the pretty powerful P5. That can be challenging.

When the Americans invaded Iraq without any international or legally acceptable mandate, who stood up against?

So, France like USA in Iraqi's case, being part of the close P5 Club, cannot be indicted for allegations of rape in CAR by its own troops.

Lately being in Bangui, François Hollande the French president treated them with disdain and scorn.

Each P5 member is untouchable !
