Appel de 680 personnalités pour un leadership américain au Proche-Orient

Le moment est venu pour les Etats-Unis de sortir du statu quo politique au Proche-Orient et d’aider à mettre fin aux discriminations systématiques envers les Palestiniens, écrivent 680 personnalités et organisations de 75 pays, dans une lettre ouverte à Joe Biden. Parmi les signataires : Mary Robinson, Jean-Marie Guéhenno, Avraham Burg, Marwan Masher, Peter Gabriel, Rony Brauman, Noam Chomsky...

Monsieur le Président,

Nous soussignés, membres d’une coalition mondiale de la société civile, de chefs d’entreprise, d’artistes, de responsables religieux et politiques, de lauréats du prix Nobel, appelons les dirigeants américains à agir pour aider à mettre fin à la domination et à l'oppression institutionnalisées par Israël du peuple palestinien et à protéger ses droits humains fondamentaux. Une paix durable et juste – pour tous les peuples – restera insaisissable si la politique américaine s’en tient à un statu quo politique sans justice ni responsabilité.

Votre administration s'est engagée dans une politique étrangère « centrée sur la défense de la démocratie et la protection des droits humains ». Vous avez déclaré récemment : « Je crois que les Palestiniens et les Israéliens ont le même droit à vivre en sécurité et à bénéficier de mesures égales de liberté, de prospérité et de justice. » Pour les Palestiniens, le fossé entre ces déclarations et la vie au quotidien ne saurait être plus béant. 

Même après un cessez-le-feu formel, la violence exercée contre les Palestiniens par la police israélienne et les colons se poursuit. La dépossession forcée de Palestiniens à travers la Cisjordanie occupée, notamment pour les familles vivant dans les quartiers Sheikh Jarrah et Silwan à Jérusalem-Est, ainsi que les actions violentes des forces israéliennes contre des manifestants pacifiques et des fidèles à la mosquée Al-Aqsa, ne sont que les dernières illustrations d'un système de gouvernance séparé et inégal. 

Ces politiques défont le tissu social de communautés et sapent toute avancée vers un avenir démocratique, juste et pacifique. La logique qui les anime a conduit au déplacement récent de 72 000 Palestiniens à Gaza, déjà affecté par une crise humanitaire causée par 14 ans de blocus.

A l’avenir, les États-Unis devront s’attaquer aux causes sous-jacentes de la violence que les administrations successives ont négligées. Votre administration doit exercer une pression diplomatique concertée pour aider à mettre fin aux discriminations et à l’oppression systématiques, sans cesse croissantes, et pour s’assurer que les autorités israéliennes qui violent les droits des Palestiniens rendent des comptes.

Seule la mise en œuvre déterminée d’une politique étrangère centrée sur les droits pourrait signaler aux dirigeants israéliens que les violations du droit international ne resteront plus sans réponse. Monsieur le Président, le moment est venu d’établir une nouvelle norme pour la politique étrangère américaine, qui garantisse la justice et ouvre la voie à une paix durable.
