Madame la Présidente von der Leyen, Monsieur le premier Vice-Président Timmermans, 

Sous votre direction, la Commission européenne a lancé un pacte vert pour l’Europe des plus ambitieux. Nous tenons à vous féliciter pour cette initiative historique visant à libérer un fonds de 750 milliards d’euros nécessaire à la refonte complète et à la transition de nos systèmes actuels vers une politique qui nous permettra de réduire à zéro nos émissions nettes.

En tant que professionnels actifs dans le domaine des arts et de la culture, nous avons attendu avec beaucoup d’impatience ce changement systémique et cet engagement à grande échelle. Et nous saluons la place prééminente que ce programme accorde aux approches innovantes et multidisciplinaires de l’art, du design et d’autres pratiques créatives présentées dans le projet de nouveau Bauhaus européen. Bien plus qu’un projet environnemental ou économique, le pacte vert pour l’Europe accorde une grande importance à l’art et à la culture.

Cependant, nous émettons quelques réserves quant au titre proposé, nouveau Bauhaus européen. Certes, nous comprenons que la référence au Bauhaus évoque une pensée visionnaire et interdisciplinaire. Néanmoins, nous avons l’impression que l’allusion à cette école, ses effets et sa temporalité vont à l’encontre des objectifs visés par ce pacte culturel vert pour l’Europe. Le caractère non-inclusif du titre nouveau Bauhaus européen nous préoccupe vivement.  

L’influence culturelle significative du Bauhaus et ses quatorze années d’existence fugace (1919-1933) en ont fait une légende à dominante occidentale et eurocentrique. Le Bauhaus est perçu comme la quintessence du modernisme. Or, une lecture critique de la modernité associe inévitablement ce courant à un passé d’extractivisme colonial et à un avenir de capitalisme industriel. Le titre de votre projet véhicule à la fois un accent très occidental et eurocentrique et un héritage de configuration historique problématique. Pour ces raisons, nous pensons qu’il manque de recul critique dans son approche du passé et est loin de reconnaître les multiples histoires qui composent l’Europe. Si le pacte culturel vert pour l’Europe entend devenir un projet prospère et durable, cet esprit critique et ces épisodes multiples doivent faire partie d’un récit global.   

Par ailleurs, le caractère transnational du changement climatique remet en cause les notions de frontières et de souveraineté nationale et nous prouve que la seule voie d’avenir est celle d’une vision globale du monde. Dès lors, le pacte vert pour l’Europe ne doit pas être associé à un lieu ou à une idéologie spécifique (en particulier qui souligne la modernité). Au contraire, il doit adopter une approche plurielle capable de jeter les bases communes d’une multitude de voix et de visions du monde.

Les écoles, universités, artistes, organisations culturelles et travailleurs culturels nous nous sommes employés à diffuser ce message durant de nombreuses années, à travers une réflexion et des actes artistiques, académiques et autres. Cependant, si nous devons poursuivre nos efforts sous ce terme générique, celui-ci se heurterait précisément aux idées que nous essayons de transmettre. 

Persuadés que nous partageons le même sentiment d’urgence, nous sommes impatients de contribuer à la réalisation de ces objectifs en temps opportun et de la meilleure manière possible. Si le pacte vert pour l’Europe entend consentir à un débat de fond et de forme plus large, commençons par évoquer les implications de cet intitulé et envisager un autre titre qui exprime les multiples voix et histoires qui ont construit l’Europe d’aujourd’hui.
